Individualized Counseling - FREE
We offer free counseling to meet your individual small business needs. From basic contracting questions to specific questions on contract administration or General Services Administration (GSA) Schedules, we can help. Our counselors have over 200 years of combined government contracting experience and are prepared to advise and assist clients in:

identifying marketing opportunities and strategies;
preparing and submitting applications and certifications;
researching and understanding regulations;
• responding to solicitations;
• pursuing subcontracting opportunities;
• complying with post award administration; and more.

  Carol Bowyer
Senior Counselor / Instructor
Carol Bowyer has extensive experience in federal contracting as a buyer, contracting officer, and acquisition instructor for the Air Force; in the private sector in government contract administration and business development; and as an instructor in government contracting at the college and university level. In addition to a Masters Degree, she earned three professional certifications from the Department of the Air Force in Contracting, Acquisition Logistics, and Program Management. She is a frequent speaker at national events hosted by organizations such as National Contract Management Association (NCMA), the Jet Propulsion Laboratory/NASA, and the California Disabled Veterans’ Business Enterprise Alliance.
     
 

Bill Teeple
Senior Counselor / Instructor
Bill Teeple has over 20 years of experience in federal contracting as a buyer, contracting officer, and contract manager. He has over 15 years experience as a senior manager in contracting. He brings to a client's counseling session his multiple experiences in business administration, manufacturing, quality, project management, logistics, research and development, process improvements, maintenance, and aviation management. In addition to a Masters of Business Administration and Masters of Aeronautical Science, he is a Certified Acquisition Professional, Level III, in Contracting and has a Professional Designation in Contracting (AFIT/NCMA). Bill retired from the federal government with over 31 years of service, and has 23 years of experience as an undergraduate and graduate college professor with two local universities. He has also developed and taught five contracting courses for state agencies and teaches contracting and project management courses at California State University, Sacramento, College of Continuing Education.

     
  Perry Sloan
Counselor / Instructor
Perry Sloan is
a member of the National Contract Management Association and a Certified Professional Contracts Manager. He develops curriculum for the State of California Procurement and Contracting Academy and instructs at California State University, Sacramento, in contract management. His industry experience was with Emerson Electric and Aerospace Corporation. He also worked at NASA Johnson Space Center. He holds a Masters in Management from Webster University and a Business Administration Degree from the University
of Arkansas.
     
 

June Hudspeth
Counselor / Instructor / Analyst

June began her career in federal civil service as a secretary at Hanscom AFB, Massachusetts in 1978. From there she followed her husband, who was on active duty in the Air Force, overseas to Germany, where she worked for two years at Kapun Air Station as a branch secretary and subsequently was promoted to the division chief’s secretary position. After a two year tour of duty in Germany, June’s husband was reassigned to McClellan AFB, California, where June continued her career as a secretary in the Material Management Directorate. Over the next few years she was promoted several times and ended her career as the Administrative Branch Chief in the Aircraft Maintenance Division, where she supervised 28 staff and oversaw the administrative areas, the budget, manpower, aircraft records, and special projects. When the Base closed, June opted to take an early retirement, and for two years prior to joining The FTC, she worked as an administrative analyst at the University of California, Davis, Medical Center, in the Parking and
Transportation Department.

     
  AB Bonner
Business Consultant - Southern California
AB Bonner worked for the Defense Contract Management District (West) for 20 years. During that time he served as Acting Director, Small Business Specialist, Procurement Analyst and Contracts Negotiation Team Leader. He also has 30 years active duty and reserve military experience with the Navy as a Logistics and Operations Officer, Procurement Officer and Command Contracting Officer. He retired as a Commander. Bonner holds an MBA from National University and a Bachelor of Science from Alabama State University.
     
  Bob Lane
Business Consultant - Bay Area
After 33 years of federal service, Bob Lane retired from the Sunnyvale, California office of the Defense Logistics Agency where he served as Deputy for Small Business. He recently did some work with the Commission on Economic Development for the State of Nevada. Bob has also taught at West Valley College, DeAnza College, and Skyline College, and for the past few years he has been a Procurement Specialist and Marketing Director helping small businesses compete for government contracts. He received a Bachelor of Arts from California State University, San Francisco.
     
  Jayne Murnane
Business Consultant - North State
Jayne Murnane, president of her own company in Shingletown, California, has over 25 years in private industry with experience in marketing, public relations, training, market research, government relations and project management. Jayne holds both a Bachelor and Masters Degree in Business Administration. She has served as an Adjunct Professor for four colleges and universities, and she has taught various company courses in effective listening and communication, marketing research, customer relationship
management and scheduling.
     
Bruce   Bruce Pyle
Business Consultant - Greater Sacramento Area
Bruce Pyle has 40 years of experience in government and private industry. Bruce’s experience includes service as a U.S. Navy Supply Corps Officer and over 12 years at the former McClellan Air Force Base as a Contracting Officer, a Cost Analyst and Supervisor, and Manager of the Pricing Division. Following his years at McClellan, Bruce spent 25 years at Aerojet as a Cost Analyst, Procurement System/Compliance Analyst, Procurement Manager, and Small Business Liaison Officer. He also served as a corporate representative to the NASA Small Business Council. Bruce earned a Bachelor’s Degree in Business Administration from California State University, Sacramento and an MBA from Golden Gate University, San Francisco. He also attended the U.S. Navy Postgraduate School in Logistics and has completed numerous government and commercial courses in contracts, logistics, negotiations, procurement, and management.
